Response

Please note that this information is extracted from a live database and is accurate as at the time of your request.

Question 1

The number of reported crimes recorded for Glastonbury 2023 was 107.

Data is accurate as of the time of your request.

Question 2

The number of arrests for Glastonbury 2023 was 33.

Question 3

The total recorded cost was £1,208,000. This includes officer and staff hours and non-pay costs such as printing, accommodation and catering. Further costs in terms of transport/horse/temporary cells, but these are not captured separately so cannot be provided as the information is not held in relation to Glastonbury Festival specifically.

I am unable to provide the amount covered by the festival as Section 43(2) relating to commercial interests applies. Section 43(2) is a qualified and prejudice-based exemption and as such a harm or public interest test has been conducted.

The amount paid for the services are in line with national guidance relating to the cost of policing a private event. On private land as part of ‘special Police services’.

Harm in disclosure

The amount paid for these services have been competitively negotiated and disclosure would place the constabulary at a commercial disadvantage as it would hinder our ability to negotiate for future prices. This could result in us paying a higher price for this service, which would impact on the cost to the public purse.

Public Interest Test

Favouring disclosure

Disclosure would provide a better understanding of how public funds are spent and the decision-making process, contributing to the accuracy of public debate.

Favouring non disclosure

To release the amount paid for these services would allow a competitive company tendering for the same service in the future a commercial advantage as they would be aware of the cost values set out in the contract and this would therefore have a detrimental impact on the future prices when the contract expires. As public funds would be expended, it is in the public’s interest that the most competitive negotiations are achieved.

Balance test

In considering the arguments for disclosure and non-disclosure, whilst the value of public debate is recognised, the ability of the constabulary to effectively negotiate in the future is in the public’s interests and outweigh the considerations favouring disclosure. On balance the decision is that the required information will not be disclosed on this occasion. In accordance with the Act, this represents a refusal notice for this part of your request

Question 4

7,775 pouches were purchased at a cost of £7,785.30 excluding VAT. All of the pouches were distributed..

Question 5

A total of 210 officers worked on site over the six days of the festival from Wednesday to Monday.

This is the total number of individual officers, not the total number of officers deployed. The total number of officers deployed will therefore be higher as one officer can be deployed to the site multiple times over the course of the festival.
