Request
1. Please could you provide me with the number of reported casualties in
accidents/collisions involving e-bikes (electric bikes) for each of the following calendar
years: a) 2020 b) 2021 c) 2022 d) 2023 e) 2024 to date
2. For each of the calendar years outlined in Q1, please could you provide a breakdown of
the reported casualties in Q1 by the following categories: i) Killed ii) Serious injury iii) Slight
injury iv) Total
3. For each of the calendar years outlined in Q1, please could you provide a breakdown of
the reported casualties in Q1 by the following road user types: i) e-bike user ii) pedestrian
iii) pedal cyclist iv) motor cyclist v) e-scooter user vi) car occupant vii) van occupant viii)
bus occupant ix) other vehicle occupant
Response
I regret to advise you that although we may hold the information you have asked, your
request is refused because we estimate that the cost of compliance would exceed the cost
limits under the Act which is currently set at £450 or 18 staff hours work. This letter
represents a Refusal Notice under the Act.
This is because the information requested is not centrally recorded in that we do not have
a specific category within our system for e-bikes. Collisions involving e-bikes might be
recorded under other categories of vehicle, including:
• ‘motor vehicle – other’
• ‘bikes/cycles’.
To provide an accurate response to your questions would require a manual review of all
records of collisions in the last 4 years for these broader categories. With thousands of
records held for this timeframe, it is estimated this would take far in excess of 18 hours.
Unfortunately I am unable to suggest a way in which you could refine your request that
would enable us to provide an accurate response in relation to e-bikes.
