Chief Officer Louise Hutchison
Louise first joined Avon and Somerset Police in 2011 as a Senior Business Partner, before several promotions saw her become Chief Officer of Organisational Development in February 2023.
A strong influencer, communicator, and advocate for inclusive and evidence-based practices, Louise’s comprehensive public- and private-sector experience includes leading large-scale organisational change, engaging employees, driving talent management, and championing inclusion and diversity.
As Director of People and Organisational Development, Louise was responsible for shaping and delivering the organisation’s strategic people plans and objectives.
Under her guidance, Avon and Somerset Police surpassed its Police Uplift Programme target, successfully recruiting and training numerous new officers while cultivating diversity within the organisation. As strategic lead for workforce planning, she was pivotal in introducing new ways of working in response to COVID-19.

- Led Avon and Somerset Police to be the first Police Force to to achieve National Equality Standard
- Lead for work on people survey, review and analysis culminating in the CIPD 2020 award for technology innovation in HR and Learning
- Led the design and delivery of a strategy for diverse workforce recruitment, including introducing new ways of working collaboratively internally and externally to attract and retain people from different backgrounds and communities into the police
